The police use "Cover Charges" to arrest and to violently attack their victims...

snip...

Police can arrest people for “cover charges,” like resisting arrest, to justify their use of excessive force and shield themselves from liability. In Jefferson Parish, 73% of the time someone is arrested on a “cover charge” alone, they’re Black.

Here is another story...

Police officers often use the charge of “resisting arrest” to criminalize black people who try to defend themselves from brutal, punitive, and often illegal police actions. They also do so to justify the violence it takes to compel compliance—even if that violence results in taking a life.

Here a study compare White, Black, Female, and Latinx officers arrest records...

snip...

Researchers analyzed a trove of data on Chicago police and found white police officers make more stops, more arrests and use force more often than Black and Hispanic officers facing similar situations. Male officers take those enforcement actions more often than female officers, and the trends were more pronounced when white officers interacted with Black people.
